Right now you could just place a drill and ore on the surface. This is a little OP. Consider requiring the drill to be lower than 5% of the ores in the deposit before being considered infinite

and only mines [natural ore] because if you place the same ore it can also become inf
Or in that 5x5 block you can only place 16x or less drills or can be configured
