What happened?

I want to use the hover mode like its creative fly, so no automatic decent.

But when I change the "hover_descend" value, both server-side (in the Create_jetpack-common.tml) And the client-side value with thats in the mod menu,

I make both values 0, i restart server and restart the client. it still automatically decents.
