"Do not board" messages displayed on looping routes

Describe the bug
When a train is traveling on a looping route, "Do not board" messages are still displayed. Upon arriving at a station, after a few seconds, they go away. On these routes, do not board messages should never be displayed, as people should always be able to board. One simple fix for this would be to have the option to disable do not board messages.

To Reproduce
Steps to reproduce the behavior:
1: Create a route that loops (eg. goes back and forth between 2 stations). Before each station, put a new schedule section block with "Include start of next section" enabled. Here's an example:

2: Notice the "do not board" messages on the trains.

Expected behavior
The "do not board" to not be present, as there is no point in the route where people should not board.

Looks like the new update has allowed this to be disabled :)
