Rotational Speed Controller output direction does not change depending on input direction

I hooked up a gearshift to a rotational speed controller just now. When I toggle the gearshift, the input shaft in the RSC reverses but the large output cog does not change direction. Broke both RSC and cog and replaced the from the other side but same. Large cog is rotating towards game West regardless of input rotation.
