We installed forge 36.0.13 and create 1.16.3_v0.3 and cannot get the game to launch the create mod.

It shows incompatible.

Simi fixed the display being incompatible in this commit: d7a41b7

But your issue with the game not launching its completely unrelated, as that display is purely cosmetic. You've essentially listed two separate problems in one issue report.
