fixed it it was ftbchunks

Did you uninstall ftbchunks or were you able to write a code that allows deployers to place on claimed land?

because the deployers were placed in a claimed chunk they counted as fake players. i just had to allow fake players to interact with the chunk in the ftbchunks menu
