I put two different objects, one is create clock bearing and regular structure also known as "grandfather clock" ( clock in frame on detector with daylight sensor, and link them to the bell) Long story short. The bell dosent make sound at the same moment when create clock shows full hour.

Well in a clock there is about 12 hours or 60 minutes/seconds making a total of 24 hours per day but a minecraft day is about 20 minutes so you need a redstone clock timed to activate every 500 redstone ticks or 50 seconds

Thanks for the explanation, however, this is not enough for me. I still don't know how to make the clock ring at the right time when I change the time with the command block. Maybe someone knows if it is possible to take the clock redstone signal in create?
