I tried dowloading the pack from the website but since I have no clue what I am doing it didn't work so I tried it from the app and it just saying Manifest file does not exist please just tell me how to do it either way. Thank you!

Create itself is not a Modpack you can import. If you want to play with Create and potentially other mods, create a custom profile and add this mod to your modlist. Or browse the modpack listing for popular packs with Create in them.
