server-end crashes

Hi, i had a forge 36.1.16 version server, however it crashes everytime if i put create 0.3.1c in. The crash log said is fml config import wrong and com.google.gson.JsonSyntaxException: Expected a com.google.gson.JsonArray but was com.google.gson.JsonPrimitive
I dont quiet understand whats going on and how to fix them
