When a sufficient amount of create blocks are running simultaneously, it creates a huge amount of lag, which according to the debug pie is caused by "scheduled executables". Going further down the pie shows that the source of the lag is unknown beyond that. The amount of lag created brings my computer down from a smooth 60 fps to a crawling 8 fps, with scheduled executables taking up 100% of the processing time according to the debug pie.

Sorry I took a while to respond, I haven't had access to my computer to check the modlist until now. The issue is definitely at least in part due to create as evidenced by disabling and enabling create contraptions directly effecting the lag, but here is the full mod list just in case:
