Input funnels taking from the side of a belt stop working when the belt backs up

I've got a belt full of powdered obsidian that I'm trying to distribute between 3 mixers
This requires the use of funnels on the side of a belt
They take items fine when the belt is moving
Expected behavior: The funnels will continue to run as usual if the items on the belt are obstructed.
Observed behavior: If the powdered obsidian is unable to move forward, then the funnels will stop taking it up.

im positive it is intended for funnels to not work when a conveyor is not rotating, also, use brass Tunnels for splitting multiple items evenly
