Deployer won't place saplings when loaded with a chunkloader

Tested with three different Chunk Loaders
I've noticed this issue across several mods that implement the same thing but haven't figured out the common code between them.
If a mod provides a chunk loader function, I.E Chicken Chunks, Chunk Loaders, MineColonies(the surrounding area of a town is loaded), FTBChunks.
Deployers will not place saplings down.
I've tested with just Create and all of the mods listed above and when within the bounds of the chunk loader it fails to place
