The light panel would be able to be moved with contraptions like spinning contraptions and minecart contraptions.
This would be useful if you want to light up a specific area or to use as decoration like moving spotlights ect.
There'd be other kinds of Light panels such as Inferred Panel Lights which would have a purpleish hue and could light up spots with invisible ink. The lights would also be able to be dyeable, There would be two options: Dying the light panel, and dying the Light. Dying the light would make the light the panel is shining into a diffrent color, and dying the light panel would just dye the pannel a diffrent color.

I remember the old RedPower and RedPower 2 mods having light panels and light tubes that could be of different colors. Use to make nightclubs, bars, and rave centers. It might have been Industrialcraft mod. It's been a while that was back around Minecraft v 1.12.x. There is a mod for Minecraft v 1.16.5 that adds light panels to the floor or ceiling. That would be very hard to do. Dynamic lights are sadly not in vanilla, so create would need that, which would possibly conflict with Optifine which many people use. Same for dyed light, but Optifine doesn't add that. This would require Create to be expanded even further or, once again, rely on 3rd party mods.
