If you are under water then you usually are too worried about drowning to break blocks. If you have a backtank, it makes more sense that you are less panicked. Therefor this would make sense if it sped up the speed of breaking blocks. Aqua Affinity would negate this effect, as it removes the mining slowdown. I believe this would be a very neat feature, as someone trying to do a lot of underwater exploration would find it handy.

This feature would need to be subtle enough that it encourages a player to get enchantments and better gear. It would also still have to be noticeable and handy. Hope you enjoy the suggestion, I've been a fan of this mod for a while!
