Portable Storage Interface does not connect if in stationary part of active contraption

I don't know if it's an intended feature or not, but I tried to build a contraption for farming oak trees, using two mechanical bearings, one to rotate the sawblades and deployers, and one dedicated to maintaining the position of the Portable Storage Interface.
Basically something like this, with the PSIs on top.

Note: the arms with deployers and mechanical saws are all mounted on chassis by superglue
But the PSI only connects when part of the moving section of the contraption, not the stationary portion of it.
That is an intended feature. The portable interface needs to be moving in order for it to connect.
