i think this issue has been seen before but whatever

so the pipes: sometimes pipes will stop transporting liquids most of the times they dont fill up the tanks
issue can be resolved by destroying and placing the tank again but still it should not happen

same thing happens with cogwheel pumps but i did not find a way to fix that

all of this is on create 0.3.2b and it happens quite randmly
