Brass plates require full durability hammer

Using a modpack: All the Mods 6 1.16.5

To create brass plates you need a brass ingot and an engineer hammer. You can only create brass plates if the engineer hammer is not damaged.

That is. apparently, a known bug within IE and ATM6. My fault for not checking their github first. Very sorry for misreporting.
