Mechanical Belt Textures are Bugged

They keep flashing with any shader or texture pack, even with vanilla Minecraft it's not good.
In order to be able to resolve this, I will need more information.
Listing the forge version, other mods you have loaded and the texture packs you tried would already help out a lot. Thanks!~

It didn't work well without texture packs either

Alright, sorry for the long delay. so I did some testing:
1. Fortunately without any shaders and resourcepacks it works just fine.
NO RESOURCEPACKS
2. When I turn on my SEUS Renewed shaders this happens: SCREENSHOT
3. When I turn on my Sildurs Vibrant shaders this happens: SCREENSHOT
NO SHADERPACKS
4. When I switch to Faithful resourcepack this happens: SCREENSHOT
5. When I switch to VanillaBDcraft resourcepack this happens: SCREENSHOT
It seems like that with shaders most of the moving blocks flash for no reason and with the resource packs the belt's texture changes constantly.
UPDATE
I figured out that changing shaders mid-game will cause cogwheels and other moving parts to flash, but if I close the game completely and reopen it there will be no flashing on other moving blocks except the belt.
It's both, they affect the special rendering. It is difficult to debug compatibility issues with optifine, but given its popularity not something I should ignore. I will try to reach out to some people with experience.
