[1.17.1] Mechanical belt texture is broken

I'm just gonna let the picture speak for itself
Note: While this photo was taken with OptiFine, I have confirmed it's still an issue without OptiFine. It's also even worse when the belt is moving but I don't have a screenshot for that.
Seems to be related to #2405
