the rope pulley wont extend even though its been powered the shaft on the pulley is spinning means the rope pulley is powered but the rope pulley wont extend the rope down

The direction you attach the shaft to might be affecting that if you're not using a gearshift system.

I have the same problem. I wanted to test how to make an elevator, but the rope does not extend, even with a gearshift.

My rope pully works, if it is placed above Y 0. The flat world surface is at Y -60 by default now.
