Describe the Bug

Rope pulley and possibly other moving contraptions don't work bellow Y:0. The pulley also stops at zero on the dot with nothing underneath it. I'm not sure if this is actually a bug or maybe just a config that hasn't been updated.

Reproduction Steps

1. Either go bellow or create a hole that passes zero on the y axis
2. Build a pulley elevator of whatever size you choose.
   3.Activate and watch it either stop at Y:0 or watch it do nothing.
   ...

Expected Result

I thought that the elevator would keep going as long as their was nothing underneath. I haven't tested this at the new build height limit but it may not work up there either.
