1.18 Rope Pulley won't go below y = 0

Describe the Bug
Took a rope pully to use below y = 0 and it will not move
Reproduction Steps
- Use rope pully below y=0,
- Rope pully will also not move below y= 0, for example, use rope pully at y = 10, and it will stop at y = 0
Expected Result
The rope pully would keep going down the new limit of y = -64
