Describe the Bug

The 'head' (part that connects the rope to other blocks) of the rope pulley does not travel below y=0, as though that is still the minimum y level as it was in 1.17.

Reproduction Steps

1. Rope pulley constructed below y=130 (assuming that is the max length of rope pulley, as according to Create Fandom wiki).
2. Shaft dug down to and below y=0.
3. Rope Pulley activated.
   ...

Expected Result

Rope pulley 'head' and attached structure procedes down to max length of rope pulley (assumed to be 130 blocks) below y=0 stopping if obstructed or at maximum world depth of y≈-60.
