No Fan particles rendering, and more (1.18)

Describe the Bug
When using fans no particles are generated and at high-ish speeds (320 stress), 0 movement is generated by the fans on a player, This also includes water, lava, and campfire particles failing to generate but the mechanic still working. I have also attached pictures of more visual glitches and a chunk border failing to update
Reproduction Steps
Unknown because fan glitch only happened once, once a relog was initiated bug was fixed but turning fans off and on did not fix issue. Weird updating glitch have no idea
Expected Result
Fans would produce particles consistent with air, water, lava, and campfires

(This is the weird chunk error, the above is a windmill with visual glitches and for the gears, the left gear is being powered by the windmill but the right gear is failing to be updated, when reentering the area after leaving even with adjacent blocks update and will work with breaking and replacing, dont really know what to call this)
