Can't break stairs with pickaxes

Describe the Bug
Most stairs break slowly, and don't drop the block after you finish breaking.
They also don't show a valid mining tool in The One Probe.
It works for the copper variants.
Tested with different vanilla pickaxes.
Reproduction Steps
- Break Stair with Pickaxe.
- Cry because you didn't get the block.

Get the stair
