Describe the Bug

All new 0.4 stone blocks, specifically the slab and stair forms, have an impossible mining requirement. Even when using diamond or netherite pickaxes, they break exceedingly slowly and do not drop items once broken, like what happens when trying to mine a block with inadequate tools. (punching stone, for example.) Most of the base stones can be correctly mined even with wood or stone, and there's no reason to have it behave like this.

Reproduction Steps

1. Place a slab or stair block made of any of the new stones. (cut tuff, cut dripstone, cut veridium, etc.)
2. Attempt to break it in survival mode.

Expected Result

The slabs and stairs should break same as any other. Probably just some variable wasn't set right.

Tested in latest dev and was able to mine the variants as expected.
