Hose pulley dupe bug

Describe the Bug
Hose pulley places an infinite amount of liquid from Thermal Series fluid cells. Not sure if fault lies in cell or pulley.
Reproduction Steps
- Place hose pulley with multiple layers of air underneath (I tested on 10k blocks of space)
- Place Thermal Series fluid cell directly against the fluid input side of the pulley
- Fill cell with 5 or 6 buckets of a fluid
- Turn auto-output in the cell on.
- Turn side of cell facing the pulley to output
- Lower pulley one layer
Expected Result
Expected result: Pulley drains cell, placing a source block for every bucket drained.
Actual result: Pulley drains about 2500mB, places as many source blocks as space available.

Affects all placeable liquids.
The pulley stops once the pool is filled with 10k source blocks.
Tested with AE2 fluid transportation. Same bug. It may have something to do with the rate of fluid being pumped in exceeding the rate a mechanical pump at maximum speed would pump it in.

I'd like to +1 this for this getting a bugfix. Seems like word of this bug is spreading around the playerbase; I had a player casually mention it on my public server. I can also back up that it seems to be caused by going over 1000mb/t transfer rate. Seems like a simple fix might just be capping the handler at 1000mb per transfer?

Can confirm exactly this happening on Enigmatica 6 v1.0.0 as well, with a Thermal series fluid cell auto-outputting directly into the hose pulley.
The fluid cell's transfer rate was set to 384,000 mB/t, which corroborates Drazuam's statement.
