I think you should make it so that clutches and gearboxes respond to non-full redstone signals by making the input go slower, but not immediately stop/reverse at 1 rpl (redstone power level)

that only goes between 0.5x speed and 2x speed

Yeah... it slows... and speeds... up the input...
Isn't that what you're asking for...
If you want to reverse, just stick a gearshift in front...
