EDIT: I narrowed it down to a mod called MixinBootstrap 1.0.0.
I never downloaded this mod, and all my mods seem to work fine without it, including Create. If I remove it, the functionality works as intended.

This is an issue with BetterFoliage, local duplicate of #104
