Describe the Bug

Any time this windmill is running and you unload the chunks, the server is reduced to unplayable tps/serverside lag until

A) The chunks are entered again
B) The contraption is stopped

as for whether this is the basin glitch, we're on 0.4c currently so I mean it probably shouldn't be that? but also it wouldn't make sense if it was, because the lag is dependent on a contraption running in unloaded chunks or not. However, we did previously have a basin here so I'm uncertain.

Reproduction Steps

1. Create a large enough create mod contraption
2. (maybe) set up and then get rid of a basin, if it matters
3. Unload the chunks with the contraption running
   ...

Expected Result

Unload the chunks without lag
