Describe the Bug

A cart assembler placed on an activator rail will assemble and disassemble cart contraptions regardless of power state.

Reproduction Steps

  1. Place cart assembler on activator rail
  2. Place minecart in cart assembler
  3. Place a moveable block on top of the cart assembler

Expected Result

Nothing happens, because the activator rail is not powered
