[1.18.1] [0.4c] Inconsistent Behaviour with Gearshifts/Clutches

Describe the Bug
In specific chunks, gearshifts/clutches seemingly stop working after the last update of create.
If need be, I can possibly provide the modpack and world that this issue happened.

Reproduction Steps
- add gearshifts and clutches to a create machine
- apply a redstone signal to either
- watch as they break their connection until you replace them.
Expected Result
Gearshifts/clutches to work without breaking the connection between create entities.

Note: Upon a server restart the bug disappeared, this makes no sense and this will likely become one of those obscure bugs.
