Add an early game version of the Rotational Speed Controller

Describe the Suggestion
You know how people have to use a number of large and small cogwheels to increase or decrease the speed of rotation?
One could compact this by using a speed controller. But what if you don't have brass yet?
What if we have a sort of speed-up or slow-down gearbox?
Or maybe it could be a speed changing gearbox where the orientation of it determines if it speeds up or slows down rotation

Weather or not your idea gets implemented, I want to list out what methods (most are early game) already exist beyond the Rotational Speed Controller, in case this helps your situation.
Automatic Power Sources:
Water Wheels can make the following speeds at base: 6, 8 (2 ways), 10, 12 (2 ways), 16, and 20 rpm; all depending on the number of sides with flowing water and weather or not the water flow goes with or against the waterwheel's preferred direction.
Windmill Bearings can make any speed from 1-16, based on the number of "sail blocks" (Sail Frames, White Sails, and Wool Blocks) attached. (To get the rpm, take the number of sail blocks, divide by 8, and round down, capped out at 128 "sails blocks".)
Encased Fans can be at 4 rpm (when used as a power source).
The Flywheels attached to Furnace Engines run at 16 rpm for Furnaces and Smokers, and 32 rpm for Blast Furnaces.
Block Based Options:
As you know, Cogwheels can be used with Large Cogwheels to double of halve the speed, while reversing the rotation. To help compact down machines that do this multiple times, you can put Andesite (or Brass) Casings on the Cogwheels so that they do not transfer rotational speed and direction out of a shaft side. (Pictured below is an example of one I used on a windmill.)
You can always reverse the direction of a shaft again with a powered Gearshift, or a Gearbox/Vertical Gearbox as well.
Lastly, you can use Adjustable Chain Drives in combination with Encased Chain Drives and Analog Levers to manipulate the speed. (ponder the Adjustable Chain Drive in JEI to get a decent explanation of how that works.)
