Basin can't output to basin when second has recipe filter

Describe the Bug
A basin can't output into another basin when the output basin has a recipe filter, and the machine acting on the upper basin will not activate. both issues arise even when the item crafted in the upper basin is an ingredient required for the lower.
Reproduction Steps
- place 2 basins, one diagonally above the other such that the upper can output into the lower
- fill in the recipe slot for the lower basin
- attempt to craft something in the upper basin
...
Expected Result
the upper basin is able to craft as normal
