Honey and Chocolate cannot be placed in the world with a dispenser

Describe the Bug
When powering a dispenser with a honey or chocolate bucket inside it, the dispenser will shoot out the item instead of placing the liquid, which is inconsistent with vanilla water + lava bucket behaviors
Reproduction Steps
- Place dispenser
- Place honey bucket, or chocolate bucket inside
- Power dispenser with redstone
Expected Result
The liquid is placed in the world.
