max speed is a number that determines how fast something can spin, if it exceeds that limit, it blows up, same if you connect a high speed spinning shaft to another rod from the same source

We will add a maximum speed limit to any future machines if it makes sense.
For the current range of blocks I feel like this would be needless tedium. People will likely report it as a bug
