Hi, I run a bungeecord server and one of the servers has create but the players has to go though the hub server and create gives "INCOMPLETE SET OF TAGS RECEIVED FROM SERVER. PLEASE CONTACT SERVER OPERATOR."

Since the Paper server needs the Create mod to understand the Create packets / blocks, but Paper cannot have mods. Your lobby needs to have Forge, and have Create to understand the Create packets / blocks. And in the BungeeCord's config.yml have forge-support = true. Sadly this means non Forge players can't join.
You could use a BungeeCord plugin to redirect Forge players into a Forge lobby and Vanilla players into a normal lobby.
