[1.16.5] Freezes on "Constructing Mods"

Describe the Bug
Minecraft 1.16.5.
Forge: 36.2.20.
Flywheel: 0.2.5.
Create: 0.3.2.
While loading Minecraft, the game will get stuck on "Constructing Mods". The last thing that the log reported it is doing is as follows:
"[20Mar2022 11:35:24.279] [modloading-worker-0/INFO] [com.simibubi.create.repack.registrate.AbstractRegistrate/]: Detected new forge version, registering events reflectively."
Which is why this is making me believe that this is an issue with Create, something to do with it not liking the newer Forge versions perhaps? This freeze requires me to kill the instance and force quit it with Task Manager. It is random too, so I don't always get this freeze... I don't know what to it does beyond that since there is no crash log.
