Can't place mechanical saw with filter-side West or North

Describe the Bug

Regardless of where clicked with the wrench (or other wrenches from other mods), and regardless of where axles exist for it to hook up to, the mechanical saw only alternates between the filter facing West and the filter facing North when the saw is right-side up (saw pointing towards the sky).

Reproduction Steps

  1. Place mechanical saw in-world.
  2. Attempt to rotate using wrench.
  3. Rotation alternates between West-facing filter and North-facing filter regardless of where top or bottom is clicked.
  4. Attempts to 'work around' this by rotating block onto its side, then turning it, or by use of turntable blocks from other mods have no effect. Once the block is 'static' in world it will only present the filter towards the West or towards the North.

Expected Result

Able to place the Mechanical Saw in-world with the filter on any of the four sides of the block.

Due to how the saws blockstates are implemented, this is currently not a bug as such. I understand arbitrary rotation could make for some QOL, but it would also probably break existing saves of Create worlds. Yes this is reproducible, but this probably won't change in the foreseeable future.
