Component that emits a redstone signal when receiving/relaying rotation

Describe the Suggestion
So the idea is, a component that emits a redstone signal when when powered/relaying rotation, this could have two versions:
Andesite Casing one that will just emit a signal whenever its passing rpm;
Brass Casing one that will emit a signal only if rpm is above of below a certain threshold, for example 32rpm.
It could also be useful a mode that will only emit a signal when not relaying rotation for compact circuits, and finally it could also be possible to do a component like this but for stress, that would emit if the stress is above or below a treshhold.
one example for a use of this component would if you have a central motor that pass trhought your entire of a factory, so if the rpm gets too low in reaching certain points you could setup a room to using redstone links to see what parts are having problems.
