Describe the Bug

Basiclly, I've been messing around with the Create mod making random elevators (that's what I like to do in Create),
but what happened is: Observers were not working on regular solid block, but were working on moving block entities.
I do not know what caused this issue, but I think it's just a bug and not an unintended feature.
As I do not use observers often, I do not really care, but I can see others having a problem with it.

Reproduction Steps

1.Start minecraft.
2.Make/Open a world
3.Try to use Observers

Expected Result

What I expect is either:
Being ignored.
Being insulted cuz others don't have a problem with observers.
The bug being fixed.
