This is probably a mistake on my part but when i run the minecraft_server.jar it starts but desnt load any of the mods and runs a vanilla 1.16.5 server (I downloaded them from the curseforge Create Above & Beyond Page and followed install tips but dont know what the last 2 bits mean)

your trying to run the vanilla server
you need to create a bat/batch file to run the forge jar that gets added in when you run the installer
