Dispenser keeps getting activated while spinning

Describe the Bug
I build a tnt cannon with a mechanical bearing to turn direction but the dispenser keeps getting activated
Reproduction Steps
1.place a creative motor facing top
2.place a mechanical bearing on it
3.then place a dispenser on the mechanical bearing
4.rightclick the mechanical bearing to make it spin, you should see the dispenser keeps being activated
Expected Result
the dispenser should spin like other blocks and not getting activated or stuff

This is on purpose; it is supposed to activate just like how deployers automatically move their arm in and out and drills drill when on a moving contraption.
