Encased fans still process items through tunnels

Describe the Bug

When an item is travelling through a tunnel an encased fan can still process the item with fire/lava/water.

Reproduction Steps

  1. Place a belt with an encased fan with water/fire/lava facing into it
  2. Put tunnel over belt
  3. Watch items still be processed

Expected Result

Items shouldn't be processed inside tunnel as the particles are blocked by the tunnel wall.
