Describe the Suggestion

Bulk Washing currently operates by having a fan behind a block of water. This method is very much in line with the way Create functions. However, there is one property it has which it shares only with the Water Wheel: It does not work in the Nether.

For the Water Wheel, this seems fitting, as, for simple contraptions, an Encased Fan over burning Netherrack serves the purpose of generating Rotational Force, and for larger contraptions - or factories - Windmills and Furnace Engines still work just fine.

However, the role served by Bulk Washing is completely impossible in the Nether. My proposal is that if an Encased Fan is blowing through a block space which an open pipe is leaking water into, the air stream becomes valid for Bulk Washing recipes.

Notably, this solution still requires infrastructure to transport water from the Overworld. (Or The End, I suppose.) While I can't say this is trivial with Create as your only substantive mod, it's certainly possible using minecarts with chests. Alternatively, to avoid a potential conflict with the pipe placing water via normal leak mechanics, perhaps a Spout filled with water could work, as if it were injecting water straight into the fan.
