Haunted Bell darkness setting

Describe the Bug
When I first crafted the Haunted Bell, I thought it wasn't doing anything. I now realize it's simply highlighting blocks with light level 0. I was expecting it to highlight light level <= 7.
This is my first time really playing with Create. Am I missing something?
Reproduction Steps
- Just craft the Haunted Bell and go somewhere dark.

Expected Result
Expected Haunted Bell to highlight mob spawning locations. Instead it only highlights totally dark locations.

In 1.18, mobs no longer spawn in light level <= 7, only 0, thus it is only highlighting mob spawning locations
