worldgen is completely broken

attempting to load into a world or generate a world results in strange and unplayable bugs. attached is a video of the bug.

running 1.14.4
forge version 28.1.30
optifine version 1.14.4 HD_U_F5
create version 0.2.3
no other mods installed

...except for Optifine. What happens without it?
stilll broken, unfortunately.
i have the same issue on 02.2. havent tried new version yet. i thought it was caused by immersive portals or optifine but apparently not. also, optifine is only officially compatible with forge 28.1.56. i had this issue with create + optifine on 28.2.0.
