[QoL] When using slabs as rail bedding, use fewer slabs where possible

Describe the Suggestion
When holding a block in the offhand, and placing rails with the mainhand, you'll automatically lay a rail bed using the offhand block. This is nice, but it also seems to be a little bit dumb about using slabs--it always fills the whole block.
Ideally, when using slabs as rail bedding, half-slabs should be used when there's air beneath the bedding block--saving on materials.
