Describe the Bug

If contraption gets assembled, all actors start doing their actions if they are possible. In Create 0.5 backend something was changed, since this wasn't an issue in 0.4. Drill starts mining when facing any other direction.

Reproduction Steps

1. Make a train contraption with a drill facing down using Cart Assembler.
2. Assemble the contraption, drill won't start mining.

Expected Result

I would expect drills to start mining when assembled in all directions, not all except down.
