Describe the Bug

JEI is not required as far as I can see? I've disabled JEI in the launcher, yet I need to have it in the modpack profile for Create (or rather it forces JEI upon me whenever I would update Create). why is it required? I've never used JEI, yet I've played with Create for years now.

2. install mod
3. jei gets installed too
   ...

This does have the issue of trying to change from JEI to something like REI causing major issues.

Disabling JEI causes the mods that require JEI to get disabled with it, which is unexpected and causes seemingly random mod disables.
